Story
The sloppy but brainy Toma Saya whose left arm hangs in a sling and the brawny yet simple-minded Sebumi Takeru have been battling against many SPEC holders such as Chii Satoshi, Reisen Toshiaki, Satori, Unno Ryota. In the deadly combat with their invincible nemesis Ninomae Juuichi, the most powerful SPEC holder who can stop time, they emerged victorious and were brought to the hospital barely alive. However, SPEC holders have become a destabilising presence to the country. The powers that be attempt to put into action the “Simple Plan” in order to annihilate SPEC holders. In response to this, the SPEC holders organised by Ninomae, who should have been dead, embark on a fight for supremacy with the human race. It is the start of a battle between the races – “SPEC haves” and “have-nots” = “those who believe in human potential” and “those who try to shut out human potential” that the “Third Prophecy of Fatima” hinted at. Despite the serious injuries he sustained, Sebumi psyches himself and returns to official duty in a bid to stop the implementation of the Simple Plan. Meanwhile, Nonomura obtains the virus meant for the Simple Plan. It is a virus that only infects SPEC holders. Then Miyano Tamaki appears and presses him to hand over the virus so that a vaccine can be developed. Nonomura perceives that Miyano is a spy from another country that wants to monopolise the vaccine and earn profits, but is shot dead by Miyano. However, the virus has already been substituted with a fake and the real one forwarded to Mishou. Toma uses her SPEC to try to locate Nonomura but is almost swallowed up by her power. Torn between fears that her power will go out of control, that she cannot do her best as a detective if she does not use it, and that she will be exposing her colleagues to danger, Toma lashes out at Sebumi. He is unconcerned that she is a SPEC holder, but she requests that he shoot her dead the moment she goes astray. Toma receives the virus from Nonomura. Just as she visits the research lab to request the development of a vaccine, Nonomura shows up when he should have been dead. Someone has possessed his body in an attempt to seize the virus. At that moment, Toma is attacked by an assassin called Jokyokusai Jokai. In the confusion, the vial containing the virus breaks in her hand … …
