Synopsis: The Special Research Office for Extensive Investigation, popularly known as SRO, is a newly established unit within the Tokyo Metropolitan Police Department to effectively investigate and solve increasingly brutal and widespread crimes. Shibahara Reiko (Kimura Yoshino) is assigned to be the deputy of this elite team which has adopted the FBI’s investigative methods, but feels frustrated with the other members: the brutish Ogata Yosuke (Kinoshita Takayuki) who was transferred for hitting a colleague; the unmotivated Harigaya Taichi (Tokuyama Hidenori) who shot dead a random attacker without firing warning shots; the clerk Kido Saori (Ando Tamae) who is only interested in manicures; the visibly exhausted accounts manager Tomita Naojiro (Hino Yojin); and the elusive head of the team and insect enthusiast Yamane Shinkuro (Tanabe Seiichi). Why has she been assigned to such a place? Reiko quickly calls up Kurumizawa Daisuke (Yamaguchi Makiya), the director of the National Police Agency, and asks him for the true reason for her transfer. She is told that Yamane learnt profiling at the FBI and even participated in investigations. The SRO was established through Yamane’s personal negotiations. However, according to Kurumizawa, neither the National Police Agency nor the Tokyo Metropolitan Police Department expects anything of the SRO. He says the Japanese police organisation which is organised by a prefectural system risks coming apart at the seams due to the wide scale of investigations. Kurumizawa plans to swiftly dismantle the SRO and orders Reiko to plant a listening device. Meanwhile, Yamane immediately gets into action. A skeleton has been discovered at the Kanagawa Prefecture border. Yamane visits Odawara Chuo Police Precinct and calls for the remains be handed over to the National Research Institute of Police Science. His high-handed methods surprise Reiko, but he has concluded that this skeleton could be the work of a serial killer. He will follow his convictions and verify this possiblity. The next day, another situation takes Reiko by surprise. Yamane has granted her access rights to the police’s secret database even though someone of her rank is not allowed to touch it. Although Reiko reports to Kurumizawa as his spy, she starts to look up similar dead bodies on the database. Then she discovers that a skeleton found at the border of a prefecture neighbouring Kanto has the same characteristics. She had been skeptical but starts to support Yamane’s deduction. However, the acceptance of Ogata and Harigaya. Yamane also cannot find conclusive evidence of the serial killer’s existence and the investigation comes to a dead end. Before long, they learn that Kido is the spy for the Police Affairs Division and the SRO faces an internal crisis.
