Story
A man runs over to a youth being led by the police in a downpour and knocks him down with tremendous force. The police officers struggle to stop the man but he pays no heed and carries on hitting the boy. Even when his arms are pinned behind his back he continues to act violently like a beast. One year ago, Muto Takashi resigned from the police force and now spends his time investigating affairs at a detective agency. One day, he receives a special assignment from a man called Tamaki Keigo of the Tokyo Metropolitan Police Department’s Second Personnel Division. Tamaki wants him to investigate “small kidnappings” in secret. These kidnappings make money by demanding a small ransom. Muto had decided that he will never get involved in a criminal investigation again, but is swayed when he is told that criminal is possibly a minor. There is a reason why Muto quit being a detective. His younger sister was going to get married to his good friend Kaburagi Wataru, a senior detective, but was murdered by a junior high school student who was a complete stranger. Muto lost control of himself and truly intended to kill the murderer. He felt like a beast even though he was a police officer. Fearful of his own vengeful feelings, he left the police force. Muto feels a sharp stab in his chest as Kaburagi questions if he has been able to rid himself of those feelings. A couple’s 5-year-old daughter has been abducted and the kidnapper demands a ransom of 5 million yen. Their daughter’s life is worth 5 million yen and not 50 million yen? They are warned that they will never see her again if they notify the police. 5 million yen is not an amount that will not break the bank. The couple pay the ransom and their daughter soon returns home. She does not appear to be scared and says she was playing with an older female. Muto decides to accept Tamaki’s request after wavering. Meanwhile, Kaburagi is also pursuing a “small kidnapping”. Tamura Kohei alerted the police that his young daughter was kidnapped and he paid a ransom of 5 million yen. She returned safely but he turns completely pale that they cannot get any clues on the kidnapper. On the other hand, Isomura Sakiko is playing with a child she has just met for the first time in an apartment. She was asked to work part-time monitoring the product development of toys and entertains the child without suspecting anything … …

Tamayama Tetsuji as Muto Takashi
A former detective who is now an investigator at a detective agency. He has a wife Masae and daughter Mariko. One year ago, his younger sister was murdered by a minor and he thought of killing the criminal who was protected by juvenile law, with his own hands. However, the culprit committed suicide. After that, he quit being a police because he was fearful of his own feelings of vengeance and murderous intent. He is asked by Tamaki Keigo to investigate crimes committed by a certain minor and ends up pursuing the investigation.

A detective of the Tokyo Metropolian Police Department’s First Investigative Division. He has an easygoing, cheerful personality but is actually lonely. He is Muto Takashi’s senior and they have established deep trust and friendship. A mysterious man who belongs to the Tokyo Metropolian Police Department’s Second Personnel Division. He is outstanding but both his personal life and past are unknown. By the special orders of the head of the Criminal Investigations, he uses extrajudicial methods by employing retired former police officers to investigate cases in which the police cannot be seen to be openly acting on. He acts like he is extending a helping hand to Muto. However, he possesses a coldheartedness which makes it possible for him to make use of weaknesses and family relationships. He believes some sacrifice is inevitable to protect the country and society.
