Synopsis: Sakamoto Yusuke falls to his death and his dead body is found in the Sumida River. Higuchi Akira (Naito Takashi) from the Violent Crimes Section heads to the scene. According to detective Fujimoto Yumi (Katayama Moe), the food import business which Sakamoto runs received a complaint about clay-like fragments stuck in meat from a French restaurant several days ago. At the same moment, a car explodes near a university. Higuchi’s daughter Terumi (Aizawa Rina) also gets caught up in the incident and suffers minor injuries. Umeda Masayuki (Shimada Kyusaku) and Yanase Yasuhiko (Ukaji Takashi) from the Public Security Department regard this as an act of international terrorism and insist on a joint investigation with the Criminal Affairs Department. Director Tendo (Enoki Takaaki) accepts. However, there is strained atmosphere between the investigators. Meanwhile, Higuchi hears from Ujiie Joe (Sano Shiro) of the Community Safety Department that a former colleague Inaba Yoshiharu (Omi Toshinori) wants to see him. Inaba travelled around overseas after quitting the police over differences in investigation policy. He is rumoured to have joined an international terrorist organisation. It is soon determined that military grade explosives were used in the blast and a terrorist organisation’s involvement in the case is announced. As the possibility of international terrorism becomes increasingly likely, Higuchi obtains evidence that Sakamoto’s death is linked to the bombing case … …
